Non-Interest Bearing Escrow Account
Policies and
Instructions
Criteria for qualifying for
a non-interest bearing escrow account:
- Customer must have no instances of checks (made payable to
Sharon R. Bock, Clerk & Comptroller) returned as Non-Sufficient Funds (NSF) or closed account.
- Customer must ensure adequate funds are in escrow account prior to
submitting requests.
- Customer
must submit all escrow deposits in the form of cash, check, or money order, made
payable to Sharon R. Bock, Clerk & Comptroller
Instructions for opening
and using a non-interest bearing escrow account:
- To open a Legal Records Division non-interest bearing escrow account a
completed escrow agreement along with an initial escrow deposit must be
submitted to the Recording department. The amount of the deposit is at the
customer’s discretion. All escrow deposits must be made by cash, check or money
order made payable to Sharon R. Bock, Clerk & Comptroller. No other forms of payment
are accepted. Upon receipt of the deposit, the customer will be notified of
their escrow account number by mail.
- Escrow agreements are available online
or by sending or
delivering a letter of request to the Recording department. Letters of request
should include customer’s name, address, phone number and e-mail address (if
applicable).

Recording escrow transactions: All documents
submitted for recording should be accompanied by a transmittal form or cover page indicating the escrow account number to be debited. Escrow account
numbers must not appear directly on the document(s) to be recorded. Escrow funds
will not be used without a transmittal form or cover page indicating the escrow
account number to be debited.
Records Service
Center - Index/Photocopy requests may be submitted by phone, fax, mail or delivered directly to the Photocopy
department. A transmittal form or letter of correspondence indicating the services to be provided
and the escrow account number to be debited should be used to submit all
requests except those made by phone. Orders must be signed for in person when
order is picked up.

- The escrow account threshold balance is initially determined by the
customer and indicated on the escrow agreement. Upon reaching that balance, a
notification is provided to the customer by phone, fax or mail. Escrow accounts
may be replenished with a deposit at any time, by cash, check or money order.
Deposits may be mailed or delivered to the Recording department (at the address
above). It is incumbent on the customer to maintain adequate funds in escrow to
ensure all transactions submitted have the necessary funds for processing.
- Activity statements
are mailed monthly. Statements will include deposits, receipt numbers, fees for
each transaction and the current escrow balance.
