Staff recommends motion to approve on preliminary reading and advertise for public hearing on April 4, 2006 at 9:30 a.m.: an Ordinance of the Board of County Commissioners of Palm Beach County, Florida, amending the Unified Land Development Code, Ordinance 03-067, as amended, as follows: amending Article 2, development review procedures, creating new Chapter G, moratorium on development, imposing a moratorium on the acceptance of applications for developments with 50 or more residential units through October 31, 2006; providing for interpretation of captions; repeal of laws in conflict; severability; inclusion in the Unified Land Development Code; and an effective date. SUMMARY: On February 23, 2006, the Board of County Commissioners requested a moratorium on the acceptance of applications for developments with 50 or more residential units. The Board of County Commissioners finds existing regulations which provide incentives for voluntary provision of workforce housing has proven ineffective. In order to prevent further irrevocable harm of allowing residential development to continue without a mandatory workforce housing program in place, the Board of County Commissioners declares a moratorium on the acceptance of all applications for development of 50 or more residential units. The County is currently developing mandatory regulations for the provision of workforce housing. The moratorium will remain in place no longer than necessary to complete and implement these mandatory regulations, but in no event shall this moratorium remain in place longer than October 31, 2006.
