a Budget Transfer of $65,000 in the County Transportation Trust Fund from County Transportation Trust Contingency to Disaster Related Debris Cleanup-County Canals for the County's matching funds to the Grant.
SUMMARY: This Project Agreement will provide reimbursement to the County of up to $195,000 from the NRCS to assist in relieving hazards created by natural disasters (hurricanes) that caused impairments of watershed areas along the Dairy Land, Cam Estates and Fire Station No.23 drainage canals. The Road and Bridge Division is anticipating approval of an additional $1,240,000 in funds for the C-1 (Loggers Run) and Corkscrew Boulevard canals from the NRCS. This additional funding will be used to relieve hazards created by natural disasters (hurricanes) that caused impairment of watershed areas along the C-1 (Loggers Run) and Corkscrew Boulevard canals. Staff recommends motion to approve: an Agreement Boca Raton Associates VI, LLLP. (GL Homes), Whitworth Estates PUD, LLC. (Ascot), KRG/Atlantic Delray Beach, LLC. (Ascot), Atlantic TMD, LLC. (Ascot), CJB Real Estate Management (Bosco), L.P., Stephen M. Bosco, Brenda R. Bertnolli (Bosco), Charles R. Bosco, Ansca Communities, LLC. and City National Bank of Florida detailing shared developer funding for the widening of Atlantic Avenue from Lyons Road to Jog Road, allowing road impact fee credits for the developer funding of the roadway improvement, and relieving developments of certain roadway phasing conditions. SUMMARY: This Agreement reduces to writing and memorializes the agreements and understandings as to their respective rights, duties, responsibilities and obligations of the County and the developers in connection with the: (i) payment of the Atlantic Avenue Contributions; (ii) designing, acquisition of right-of-way and easements, permitting, bidding and construction of the Atlantic Project; (iii) the Amended CRALLS; (iv) making application under TRIP for TRIP Funds; (v) satisfaction of the Project Conditions; and (vi) issuance of Road Impact Fee Credits. C. PARKS AND RECREATION

Staff recommends motion to ratify: a Lease Agreement with the U.S. Federal Emergency Management Agency (FEMA) at South Bay RV Campground for 71 commercial pads and premises, to be used by residents affected by Hurricane Wilma. SUMMARY: After the passage of Hurricane Wilma, Palm Beach County was asked by FEMA to participate in locating temporary housing facilities for residents affected by this natural disaster. The South Bay RV Campground was selected as a temporary housing site for residents displaced by Hurricane Wilma. The Lease Agreement was executed by the Deputy County Administrator on March 1, 2006 and executed by FEMA on March 3, 2006. The Lease Agreement provides for FEMA to lease 71 commercial pads and premises from the County on a month-to month basis at $450 per month, per pad, for a period not to exceed eighteen months. The FY2006 South Bay RV Campground budget may need to be amended to cover the increased expenses associated with this lease. Countywide/District 6 (AH)

D. HOUSING AND COMMUNITY DEVELOPMENT

Staff recommends motion to approve: a Loan Agreement with Villa Regina of West Palm Beach, Inc., a Florida Corporation, for $2,000,000 from State Housing Initiative Partnership (SHIP) Program funds to construct a one hundred seven (107) elderly multi-family affordable rental apartment units located at Haverhill Road, West Palm Beach, FL. SUMMARY: Palm Beach County Housing and Community Development (HCD) through the State Housing Initiative Partnership (SHIP) Program provides loans for local developers to facilitate increased affordable rental housing opportunities for low income (51% to 80% area median income) and very low income (50% and below of area medium income) households. This agreement will provide funding toward the construction of a one hundred seven (107) elderly multi-family affordable rental apartment units which will be made available to very low income elderly households. The new units will be built on 9.4 acres of land located on Haverhill Road. The loan is cash flow dependant with the actual payment being scheduled according to the project's cash flow, beginning April 30, 2008 through April 30, 2037. The total project cost is $13,616,000. 2. Staff recommends motion to:
adopt a Resolution approving the Tenth Amendment to the State Housing Initiative Partnership (SHIP) Local Housing Assistance Plan (LHAP) for Fiscal Year 2003-2004; and
approve revisions to the funding levels for strategies in the LHAP for fiscal years 2003-2004 indicating an increase in funding from $4,398,491 to $5,205,067 for the Purchase Assistance Program, an increase in funding for the Utility Connection Program from $100,000 to $106,638, a decrease in funding for the Multifamily Competitive Rental Program from $1,000,000 to $738,000, a decrease in funding for the Special Needs Replacement Housing and Barrier Free Programs from $500,000 to $0.00, and a decrease in funding for the Single Family Rehabilitation Program from $293,880 to $242,605.
SUMMARY: The demand for Purchase Assistance has increased significantly during the past year due to the escalating cost of housing. In order to meet the growing demand for Purchase Assistance, staff recommends appropriate revisions to the LHAP by modifying its programs funding level accordingly. Countywide (TKF)

Staff recommends motion to approve: Satisfaction and release of welfare liens filed against the property located at 714 38th Street, West Palm Beach, in the amount of $99,341.45, contingent upon receipt of executed declaration of restrictions maintaining the affordability of property. SUMMARY: Richard Elliot, who qualified as indigent, incurred medical expenses and expenses associated from his stay at the County Home totaling $99,341.45. A lien was placed on the property he owned at 714 38th Street in West Palm Beach for that amount on October 9, 1991. Since that time, the property was purchased through tax deed by Donald and Kimberly Egbulonce, who in August of 2005 sold it to Northwood Renaissance, Inc. Northwood Renaissance intends to build affordable housing on the property for low to moderate income families. The company is requesting that the Board release the lien on the property to facilitate their ability to begin construction on the property. Because there is a County welfare lien on the property, Northwood Renaissance cannot draw down construction funds until such time as the lien is removed. Countywide (TKF)
